The Pittsburgh Steelers have made offensive tackle Max Starks their franchise player, according to Gerry Dulac of the Pittsburgh Post-Gazette, a transaction that costs $8.45 million against the 2009 salary cap. The move buys the Steelers more time to try to work out a contract extension for Starks. The NFL deadline to negotiate a long-term deal with franchise players is July 15.
